Tree near NW corner of High Street and Church Avenue has had branches sawn off.

The tree near the corner of High Street and Church Avenue (North west corner) has had branches sawn off on its north side. There has been scaffolding up around the building for external decoration. The tree branches were in the way. The scaffolding has now moved further round the building and it can be seen that branches have been sawn off on the side where the scaffolding was. The tree is now lopsided. Is this the work of the council or has it been done without permission?
