Messy Lay By Opposite our Home

Reported in the Roads/highways category anonymously at 17:54, Sun 17 November 2019

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 1850373.

When Hampshire Highways created these Laybys opposite our home, about three years ago, I complained then because they were surfaced with large rough granite hoggin, stones from which were forever spread across the road. Now the surface has deteriorated such that as the frequent visitors park there, and use our entrance as a turning point, they leave messy black tyre marks on our decorative paving which requires frequent power washing. The Layby needs to be given a Solid Asphalt Surface from the outset, as is the case elsewhere in the county. Even one kerb stone is missing suggesting a half baked & unfinished job by the original contractor.

Updates

  • I have no idea if any survey visit has been made. No remedial work to correct the problem has been undertaken or indicated.

  • I am unaware of any action being taken - These recent photos of the unusually vacant Lay By indicate that the pot holes are getting deeper and the gravel is still spreading onto the carriageway. The road sweeping machine has been along there at least once recently but is usually unable to clean the edge due to parked cars (These Lay Bys are regularly used by some Local Residents, Nursing Home Employees, Visitors to The Osbourne View and Beach Users.)

  • The only change since my last comments is that Traffic Counting Device was installed on Cliff Road between the two halves of the Lay By. I am sure that this has nothing to do with my request. Cliff Road, Hill Head is a Rat Run through to Titchfield and West Fareham / M27 from the Gosport area during Morning and Evening Rush Hours. Road Works are just commencing on the Stubbington Bypass whose traffic delays are likely to increase traffic flow along Cliff Road.

  • No change to the lay by situation since my last comments.

The traffic counting only lasted for 1 week.

  • A few weeks ago, Contractors came with a load of granite hoggin - Parked the lorry in the layby itself - spread and flattened what they had in the middle section until they ran out of materials and then left and have never returned. The hoggin has now dried out and is already beginning to loosen from use and will spread.

  • No change from last report. Probably unlikely to be improved with Covid 19 altering events.
