Car parked blocking public access to footpath

Car has been parked in a manner that blocks public footpath. The "gap" left between the car and wall is less than 30 cm - I couldn't get past with the single buggy my 2 year old daughter was in. I had to get around the car by going onto the road where it joins onto CrossGates Road, a busy and (dangerous) junction. This was at 14:00 on 17/11/2019.
