Recurring flooding on Frost Lane

This problem has been reported several times in recent years and there has been some work carried out on the drains in the past year, but the road continues to flood at this point when it rains. The drains here simply do not function properly.
Water backs up from the repaired drain on the North side of the road. Also water floods from the drain on the South side near the junction with Fawley Road. Water from this drain floods down the South side of Frost Lane to join the flood at the dip just West of the junction with Roseberry Avenue.
At this point, flood water covers the full width of Frost Lane to some depth, obscuring the verge and the drain. There is no apparent drainage on the South of Frost Lane here.
The result is that the Southern edge of Frost Lane is becoming washed away and unstable. Sooner or later a vehicle will drive off the road here.
I am sorry to go on about this at length, but I have known this area for 30 years and this problem is getting worse. Frost Lane is now the recommended route for heavy vehicles going to and from Hythe Marine Park. It now carries much more traffic than previously. It was never designed to take the traffic now using it.
Please properly investigate the drainage here and solve this problem once and for all.
