5 inch raised man hole

Sent to Oxfordshire County Council 4 minutes later. Council ref: 1848778.
Going through curbridge after work around 10pm Thursday night doing the speed limit of 30mph for which was sign posted as the legal limit.
They are resurfacing the road for which they have skimmed the road to be relayed but have left the road with all the man holes and drain covers to be raised and at night they are not visible or marked.
I hit the raised cover at 30mph and I has badly damaged my front wheel creating a C cup damage as shown in the pictures all so damaging the back wheel too and splitting both tyres, I have only had the car from new for 6 months so as you can imagine I'm not very happy.

Thank you for your report. We have assessed it and found there is clear signage to make road users aware that the ironworks is raised.
