Two road drains completely blocked - backed up with soil/tree debris and one has grass growing out of it

One road drain adjacent to the park before you get to carpark (travelling south/leaving Wantage), and opposite 'New House' long roadside hedge. Second road drain adjacent to the park, and opposite 'Kingsbury'. They've both been blocked for ages, the road sweeper takes the leaves away, but the blockage is solid. When raining heavily nothing drains, road floods, leaves float along down to the next drain - adjacent to the park and opposite 'Sunnyside' - which backs up unless, like me, you wear wellies, and kick the leaves aside when walking the dog in the rain, thus alleviating the floodwater temporarily. This happens every year because the trees in the park are too big and overhang the road, shedding leaves and also seed casing. In my opinion, consideration should be given to pruning the trees as this would 1/ reduce leaf litter/flooding hazard/problem/costs and 2/ reduce potential for danger/problem with electricity cables which run above the hedge/boundary of the park and in growth of the very large trees.
