Unused van parked directly outside house

A large van has been parked at the top of a cul de sac for months making it extremely difficult to turn around at the top of the road. It also takes up 2 parking spaces on an already very cramped street. It would be slightly more forgiving if the van was used but it hasn't moved for weeks.
