The Gully drain is not fixed and blocked solid with mud

The Gully drain between the foot path and my driveway is not fixed and blocked solid with mud along the entire length. The gully needs to be cleared along the length and the drain covers fitted back or replaced/repaired where required. The overflowing water has caused damage (potholes) to my driveway, although the weather has been extreme, so I would really appreciate making sure the council owned drain gully is properly cleared and fixed. Thanks in advance
