Flags outside houses

Sent to East Hertfordshire District Council and Hertfordshire County Council 2 minutes later. FixMyStreet ref: 182595.

There is a large Man United flag hanging from the upstairs window of 102 Musley Hill, which has been there for several weeks. I know this is a private house but are people simply allowed to leave flags there indefinately with no consideration for the people living in properties around them?

Complaint was forwarded to planning office ay EHDC who contacted me to say it was nothing to do with them!
