Large german sheperd dog off lead with owner , dog behaved but off lead and very intimidating

Sent to East Hertfordshire District Council and Hertfordshire County Council less than a minute later. FixMyStreet ref: 1824676.

I have a small dog and its not fair that i always keep him on the lead and this person in question said it was my dog that was the problem , not hers on off the lead , i do have a picture but i would not like to show it , i just want to report it in case of the dog attacking someone or another dog ,
