Residential Rubbish Left Outside On Footpath

There seems to be a BIG LAZY TREND in Blackpool residential areas. House holds think for some reason its ok to leave house hold rubbish on the public foot path and hope that someone will take it away for them. This (whats left) mirror has been outside a property (top end opposite hairdressers, cork screw shop) for 3 weeks now and has become smashed to bits, leaving a trail of glass and broken dangerously sharp debris for the public to dodge past on a daily basis. Clearly the house hold who put it there, clearly doesn't give a hoot about it. And is quite happy to ignore it!
Why does Blackpool council allow this LAZY BONE IDOL behaviour ?
The streets of Blackpool are LITTERED with rubbish, its absolutely disgusting to witness. No one has any pride in their street or neighbour hood !!!
I'm talking about a lot of streets off the Waterloo Road area and surrounding areas. Dog muck , cardboard boxes, booze bottles, even waste filled babies nappies flung in the road or the passage ways , its unbelievable , the list is endless !!
Blackpool council should be ashamed of themselves. Really they should !!
