Cars parking in cul de sac not a private road but should be a turning point

Hi there,

We have a constant parking issue in Grange view. This is a culde- sac which I believe is meant to be a turning point so technically no one should be parking here is that correct? There is two residents in particular (one a work van) that park outside their property and seem to think they can do this as it is their house. There is a lady who has cancer who lives on the view and if an ambulance needed to attend then they wouldnt be able to access the property. Also, a pregnant lady lives on the view as does other residents with medical problems. Please could this be investigated as a matter of urgency. Many thanks
