Unauthorised use of 'no parking' traffic cone

For the last 6 months, various traffic cones have been placed in a public bay (adjacent to 1, 2 and 3 High Wych Lane) which is large enough for several cars. These traffic cones are not from the council. This cone is from a property with no driveway to reserve a particular place in the bay with no regard for neighbours or customers of the High Wych village shop. There is ample parking around the village and on High Wych Lane. Horrified to see it out during the scarecrow festival last month which again, isn't very welcoming or neighbourly.
