Bike lock on handrail

Sent to Bath and North East Somerset Council 1 minute later. FixMyStreet ref: 180953.
There's a 'D' bike lock - with no bike - on the metal handrail that runs down Bartlett St, just outside Itchy Feet. It's been there for months. Shouldn't it be removed?

Council have promised some action on this. I have also pointed out that there are some other locks (bikeless) attached to the same railings.

The original D lock has gone but there are several abandoned bike locks with cables still attached to the rail.
