Constant loud singing all day/every day

Sent to East Hertfordshire District Council and Hertfordshire County Council 5 minutes later. FixMyStreet ref: 1806419.

A woman is constantly singing opera all day every day. I have a very ill child in my care at the moment and even with the windows closed I can still hear her. It isn't just every now and again it is EVERY SINGLE DAY from 9:30/10:00AM approx all through the day until 6:30/7:00PM approx.

I am now at breaking point because of this. I do not know what to do. The child I am looking after is severely ill and he cannot sleep while this is going on which is very distressing for him. I need some help regarding this. It may seem like a joke or funny to some people but your home is suppose to be your safe, peaceful place and I cannot even relax in my own home. I have reported this once already and no one at the council couldn't care less so I'm hoping this can ONCE AGAIN be reported!!
