Blocked drain

This drain has been blocked for ages now, I have reported it several times to be told that it has been fixed. As you can see from the photos this is not the case. It is on the main road ( St Michaels Road) next to the entrance to Bishop Challoner school. With the heavy rain we have had recently it is causing issue for students coming and going from school, please can this be addresses as a matter of urgency please
