Deep and exended flooding damaged engine splash shield

Dear Sir or Madam, At 1st of October 2019, approx 16:30 pm, I travelled from Atherstone to Birmingham Airport Car park. In village Whitacre Heath (North Warwickshire) on Birmingham road, close to The Swan Inn, I drove through a deeply flooded street. That situation damaged chassis in my car.
Because of inappropriate road drainage, roads were flooded, and water hid all obstructions and possible pothole.
The part of engine shield in my car was partly broken off, where another was bent and completely damaged. The engine shield touched the road surface causing loud noise while moving.
To avoid further damage to the car, I was forced to stop my journey, park the car on the parking and call friend do drop me off to the airport. At the moment I am still on holiday, however, I cannot relax as I am thinking about my broken car and all step which I should take to get to work and how to repair it.
I didn't have time to take pictures, as the road surface was flooded.
I want to ask for information on what steps I need to undertake to clime for compensation. I have to repair the car on my own and after that make a clime, or I need to report incident first, then repair damage and make a clime?
