Several Large banners affixed to railings at this location advertising the above schools.
Why is this a problem? Railings are used at these location to prevent pedestrian incursion into the road, particularly by children. Railings are used as they are "see through" and maintain the visibility splay for drivers to see through the barriers and notabley to see and anticipate small children through the barriers. So we have an advert by a school putting children at risk.
Affixing tarpaulin banners to these railings also significantly increases "windage" (wind loadings) and may be a hazard to road users should the inappropriate unapproved fixings come loose.
Affixing banners of this type to railings is an offence, namely Please could an environmental enforcement officer attend and deal with this issue.
