People parking on yellow keep clear chevrons every morning and afternoon when taking/picking up children from school

The driver of this van parks here nearly everyday without fail. it's HIS personal spot. we need traffic wardens at the time of 9am to catch them all. there's 2 BMW drivers that park regularly there too
