Seemingly abandoned Gas works on Gas Hill

What is the status with the roadworks going on here toward the bottom of Gas Hill? It must have been like this for 2-3 months now - massive hole in the road surrounded by fencing, cones, etc which encroach the pavement with seemingly no update or work being done. Not seen any workmen working on it for months and vandals are just damaging fencing and signs and so on.
