Surport ties on trees

Many of the lovely trees, that have been planted in the streets around my home, are in need of urgent removal of the ties that hold them to the support posts .They are been strangled by them as they have grown, also some of the posts have rotted at the base so that the post and protective cage are pulling the tree over and loosening the roots of the tree. Both will cause the death of our much loved and treasured trees. Pease help them.
