Rain water not draining

I have noticed over several months that the road drainage on Justins Avenue near the Birmingham Road junction has been under performing. When there has been rain fall the water has been pooling on the road rather than draining away. On closer inspection of the drainage holes it was noticed that there are four drains in close proximity of the junction with Birmingham Road. The first photo provided has the drains numbered, drains 1 and 2 sit at a higher plain than drains 3 and 4. So all the pooling will be around drains 3 and 4. Drain 3 not draining away due to the base of the drain hole not being opened up to the underground drainage system (just a great big bucket set into the road), and drain 4 is full of dirt up to the road level, however water will slowly drain away from this side of the road indicating that water can soak through the accumulated dirt in the drain hole.

Please could the relevant parties be notified for work to be carried out.
