Flooding due to poor drainage

Since the road was relayed and new curbs put in we have been flooded every time we have a rain storm. The drains are not collecting the water as they are higher than they should be and the curb stones across our car park have a 3 foot gap in them where the water meters are, allowing water to gush in to our premises.
