Tall and wide shrubs/trees overhanging pavement on corner of Rugby Road and Percy Terrace

The house on the corner of Percy Terrace/Rugby Road has shrubs/trees (some type of conifer) planted on the inside of their wall facing Rugby Road. These trees have grown and grown to the extent that the access along this well-used part of the pavement is severely restricted. There appears to have been no pruning/trimming at any time in recent years. This is the second time that I have referred this matter to the council but no action seems to have been taken, and the shrubs are now taller and wider than ever.
