Parking on double yellow lines on the corner of a road junction

Observed between 12:03 and 12:09, Sunday 22/09/2019, Parking Control Zone "M", examples of drivers parked on double-yellow lines, within 10 metres of a junction, with two vehicles legally parked behind them, such that the offside view of drivers emerging from Reverend Close, of oncoming traffic in Corbins Lane, is totally obscured. One of the drivers was originally parked illegally on the double yellow lines outside No 7 Corbins Lane (Adjacent to the Reverend Close junction) and when challenged, simply moved it onto the other set of double yellow lines on the opposite side of the junction. When challenged again claimed he was waiting for a disabled church attender. It was pointed out that there were at least three or four spare spaces in the church park (Photograph on right). The driver claimed to have 44 years worth Road Traffic knowledge . . . but still chose to park on two sets of double yellow lines in succession, despite the availability of legal off-road parking. Vicar I suggested that perhaps, particularly in relation to Saturday morning parking, that the drive in-front of the Vicarage in Findon Close could be opened -up to mitigate the chaotic effect of illegal parking by church attenders and that the second cross-over in front of the church, which has been replaced recently by a pedestrian only access, be re-instated so that cars could easily drop-off and pick-up on Church Property. Interesting to note that it appears that there is no designated disabled parking on the Church premises. Another triumph for delegated planning rights !
