Missed Rubbish Collection / Public Health Risk

The Council has switched refuse collection times in September. There was meant to be a collection last Wednesday (18th Sept). But no-one has collected either the refuse or the recycling. No explaination has been provided to residence and none of us know when the next collection is. We assumed it was late so bins, recycling buckets and food waste units remain on the streets
Not only is it really poor service and communication, this presents a numbe rof issues for residence including:-
1) General smell and eyesore of bins and refuse on the streets for a prolonged period of time 2) Increased attraction to vermin 3) Blocking of paths for a prolonged period - presents a hazard for some memeber sof the public e.g. with visual impairments or in wheelchairs etc
Can someone please ask the waste/refuse department to sort this out ASAP
