Vehicle parked for a long period of time in GP Surgery parking bays

This vehicle appears to have been parked in the same place for some time - we are a GP surgery and need the limited number of parking spaces we have. I left a note on the van last week asking them to move but that is still in the same place on the windscreen. We need these parking bays for patients and also healthcare professionals/staff.
