Wheelie bins being left permanently on street, despite polite letters from council ALL OVER THE AREA, NO TJUST WOLSTONBURY ROAD E.G.

Reported in the Refuse & recycling category anonymously at 21:19, Mon 16 September 2019

Sent to Brighton and Hove City Council less than a minute later

From a despairing resident. The council seem to be unwilling to enforce compliance. Polite letters don't cut the mustard. Fines or some other form of sanction are required.
