Over grown garden now being used for flytipping

This garden belongs to an him. This garden has lots of safety issues, broken fence on pavement, 6 foot fence leaning over the bus stop. It is now being used for flytipping of electrical goods. I have contacted NKDC and the local councillor but to no avail. This garden is a health hazard to everyone. This has been like this for over 4 years.
