Nuicence over parking

Have an issue with neighbour across street taking up the road with large transit (upon writing this it has not moved in over 3 days) and has now started parking large mobile home as well. They do have a drive but this already has two cars on it as well. Other neighbours unable to park near their homes due to transit and makes it difficult to get our vehicle off our drive when van parked where it is. The van has beena long term issue as sometimes family member also has his large van parked here as well and now having the mobile home has just topped it off really.
