Constant speeding on this 20mph residential road

Geary Drive is a residential road with lots of families with children that are lucky enough to walk to school, town/station. This road is meant to be a 20mph zone but not once i have ever witnessed a driver doing this speed. The speed that drivers come down this road is so fast it is incredibly dangerous especially with the non existent kerbs the whole way along. I have see cars mounting the pavement and driving along it at speed if they meet a car in the opposite direction where the road narrows and they need to give way. Earlier this week there was a big crash right outside my house where a car clipped the parked car from coming down the road too fast and the car flipped on to it’s roof. How should this even happen in a 20mph zone? I have also seen many drivers holding or using their phones whilst driving this road. So many drivers use it as a cut through and are in a hurry so never keep to 20mph. I think either a speed camera or humps need to be introduced to reduce the speed of this road before someone gets killed. I shouldn’t have to feel unsafe leaving my house and walking my children to school.
