Path required for safety reasons

When you walk from Keckwick Lane towards the Ring O' Bells in Daresbury, the pathway drops away as if a crossing is supposed to be there, linked to the other side of the road, but there is no path on the opposite side. A path needs putting in place where the grass is (see photos) to allow a safe crossing. The path would then join up with part of a pathway which is further around the corner.

Raised this issue in September 2019. Still nothing done with it 4 months later. Only a matter of time before someone is seriously injured while crossing the road here.

Originally raised this issue in September 2019. Almost 3 , yes THREE years later and still nothing has been done about it. Can someone provide a response as to why nothing is being done? Alternatively, install a safe pathway. It's obvious that it is a safety issue.
