Weeds infrequent cutting grass bank

For many many years there were nice shrubs enhancing the concrete wall opposite 21 Ringshall Road but as the council were unable to maintain these they removed them! However the most prolific weeds took there place which grow half way up the wall in a few days, This area has only been cut three times this year - the first one at my request - it really looks awful the majority of the time. Maybe you can kill of the weeds and plant some more shrubs that really only need maintenance once a year and mow the rest of the area more regularly.
