3 oak saplings all dying/dead

Please can the Council grounds team go and sort out the poor oak tree saplings which are most likely dead - there are 3 in a row on the pavement, imprisoned in ghastly concrete block structures opposite the Sainsbury's metro, directly outside the Kebab place/Empire etc. The city has a poor air quality problem because the Council is clearly making it their agenda with randomly chopping down trees or not tending to dead ones!
