4 Bins overflowing (again!)

The bins located around Barley Crescent/Orwell drive adjacent to co/op and community centre are constantly full and rubbish is being left in bags next to the bins, this is a weekly occurrence and causes the bags to be split by foxes and cats which then means litter is scattered around the area.

Why can’t the bins be replaced? Because they are open top it allows people to put large refuse bags into the bin and instantly filling it up, changing these bins to a simple closed top style (which are used in the area) would prevent this and stop this problem occurring time and time again.
