Vehicles driving at excessive speed

Lime Grove is a small residential street off Seaforth Road. Please would you investigate the possibility of traffic calming measures for this street.
Car drivers have been speeding up and down Lime Grove in a dangerous manner. Most days there is heavy parking in this road because of the visitors to the Fitness Connection gymnasium on the corner. I have had to attend to children running out between parked cars who have been hit by speeding drivers. This happened today and the driver did not stop.
Larege numbers of local children use Lime Grove every day to access Bowersdale Park, to go to and from Star of the Sea school, to access Seaforth Children's Centre and to visit local shops.
In the 18 years I have lived here I have had to provide first aid on numerous occasions to children who have been hurt playing in the street because of similar hit and run incidents. Most houses in this road have no garden and all the local children play in the street or in the adjacent Bowersdale Park.
New housing development and refurbishments in Lime Grove, Maple Grove and the immediate area have already increased the traffic volume significantly. The scheduled completion in August 2008 of 39 more apartments at Peel House with a site access in Lime Grove will increase the danger to large numbers of school age children. A further planning application is in preparation for an additional 25 dwellings also with a site access in Lime Grove. If approved the number of dwellings for this street and the number of resident's vehicles will have been increased by over 300%. Please take this safety issue seriously now before a child gets killed or maimed.
The installation of traffic calming measure now will make the streets safer for our children.

We received a response from our local councillor. He was more interested in and concerned about the possible impact of any appropriate traffic calming and parking control on the local business lobby. he was dismissive and extremely unhelpful. I replied and asked for more help and he simply referred me to the council department responsible. The LA officer from the department telephoned my wife. He said that no action would be taken. She asked him to put his reasons in writing. He has not done so.
The LA policy is to only act when a sufficient number of accidents have been logged by the police. The department policy is entirely reactive and it will probably take a fatality before they will take action.
Does anybody have any useful advice?

My councillor contacted me and visited me at home. She explained that the LA have no budget and that they prioritise action on the basis of accidents reported to the police. No accidents have been reported for this street and therefore the LA will take no action. I attended a local area committee with councillors and submitted a request to make an exception. The request was denied.

The ward councillors did all that was possible in the circumstances. As a councillor who was helping with this matter I consider I was polite and as helpful as I could be. The traffic issue was considered by LA departments at the time of this planning application.
The original answers I gave have never been disputed also I did not put more importance on business but they are a concern, also I and others obviously but road safety as a priority over accidents.
More time was put into this matter than the constituent is aware of and I am saddened that on this occassion he has made the comments he has.

As a local resident I feel Mr Gardiner is the kind of person that would always find fault with anything. The road is an ofshoot from a road that carries allot of traffic to the dock road, not much of that traffic comes into lime grove. Any money spend on "traffic calming" measures would be miss spend.
