Overgrown garden hedge completely blocking pavement

Garden hedge grown out into pavement cannot get passed with a pram unless you are willing to walk on mud and end up covered in it as it's sludgy due to rain etc. When there's a public path you expect to be able to walk down it. Tenant keeps her gateway trimmed to allow access for herself. How about people on the street that cannot get passed in wheelchairs nor with prams. Even someone walking on there own . Hedges are ridiculous and tenant needs to be told to cut them.
