Problem regarding fencing around Japanese Knotweed

The garden at the rear of our block of flats (Arbury Mansion) has Japanese Knotweed, this is being treated by contractors over a number of years and there are barriers around the area. The knotweed has invaded the other side of the fence and contractors also placed barriers around this area which is part of Stockingford Allotment Association sports ground.
On Saturday last a gentleman clipped the ties holding one of the barriers on the sports ground side and "relocated" the panel to cover a gap in the fencing between the sports ground and neighbouring school.
There is now clear access to the knotweed from the sports ground side.
Children sometimes play unsupervised on the sports ground and it is possible that they might choose to "explore" the area with possibility of getting infected soil or debris on their shoes.
