Misleading sign erected by Norfolk County Council (Honing FP 15)

Last month, the Norfolk County Council finally cut the section of path to the north-east of this point, and erected the waymarker post shown in the photograph. But a second tack sign has been added to the post, with the arrow pointing north-westwards and indicating that to be a "public footpath" too. No such public path is marked on the map. The second photo shows the correct route of Honing FP 15...so what is the other tack sign supposed to be indicating? ENQUIRY OF NORFOLK COUNTY COUNCIL: Why have you erected this additional signpost? How are you empowered to signpost that route as a "public footpath"?
