I wish to report that a young couple and a dog are sleeping in a car which never moves, at the end of our cul-de-sac and are soiling the street with food waste etc. This has been going on for more than 3 months

There is still someone living in the car (which has still not moved). I am very concerned for their welfare now the weather is getting colder.
