Abandoned 240L Green Rubbish Bin

There has been a council issued 240L Green Rubbish Bin (no 110923) outside nos 63 and 65 Ramsay Road for three weeks. We have tried to find the owner of the bin by asking neighbours but it is not theirs. Can somebody please remove it or return to its rightful owners as it is blocking the pavement.
