Overgrown grass verge

Grass verge so overgrown that weeds, brambles are invading my property & weeds are destroying my garden! Ive seen TICKS & RATS in the grass verge. People litter there as it is so overgrown! Rats & ticks area PUBLIC HEALTH HAZARD!
