Damage to service strip

The occupants of 18 The Leys, Bedworth, CV128AJ have damaged the surface of the service strip by constantly driving over it to access their drive and also by parking on it or placing rubbish on it. This has caused the surface to break up, exposing a utility manhole cover which is now a trip hazard and in danger of being further damaged. The occupants park their vehicle on the service strip to prevent wheelie bins from being placed there on collection days and this means that the bins have to go on the road which is a hazard. The occupants have indicated they intend to tarmac the service strip to be part of their drive.
The Leys is not an adopted road, and as such Warwickshire County Council has no authority to repair this road. We do not hold a list of who owns the roads not adopted by us. It is most likely that the road is still owned by the developer who would be responsible and have the authority to repair.
