Discarded items left in communal area - unsightly

There are items that have been left in a communal area near the bins. It’s in full view of the flats and the houses in the cul de sac. There is a car seat, a large child’s toy and possibly some other items. They have been there for months, coming up to a year at least. It’s disappointing someone has decided to discard their unwanted items this way.
