Dropped manhole cover A39 in Porlock

There is a dropped manhole cover on A39 in Porlock outside the Whortleberry Tearooms. I mistakenly thought it was a BT one and reported it as belonging to them. However it is not BT's. It is extremely noisy and clunks every time a car goes over it and the sound can be clearly heard all through the house and is enough to drive you dotty. I have been trying to get this fixed for months. I realise it is partly my fault for thinking it was a BT one but I would be so grateful if someone could get it sorted.
