Dog poo bins overflowing

Two dog poo bins have been placed on the green area opposite De Montfort Square with labels on them encouraging people to pick up after their dogs. One of these bins has not been usable for the last 3-4 weeks because it is full. People have now started piling bags of dog poo around it.
