Waste overflow and fly tipping

I'd like to bring to your attention the critical problem with the fly tipping and waste overflow on Derby Hill crescent and the waste for the estate on Shackleton Close. Its been like this for two weeks and it's getting worse. The bin men don't seem to do anything about it either.
It's being over run by foxes and rats and very dangerous as there are alot of kids in the area (it's across the road from a nursery). I've enclosed some pictures.
Can this be investigated and dealt with as a matter of urgency please?
I live across the road from the estate and I think these bins should be moved onto the estate in an enclosed area.
