Tacks in cycle track near train station and going into industrial area

I have a new electric moped (64 miles on the clock) and tonight I removed X2 tacks from the front Tyre. Speaking to a colleague a month ago the same thing happened to him on his pedal bike. He explained that someone is maybe coming from the train station and walking down near the police station and then walking up towards the industrial area and crosses under the road going north bound along the cycle track so the Airbus company is on the other side of the road. He heard this information from the shop he got his tires repaired at as obviously they do lots of repairs to damaged tyres and they ask people where they got their puncture? Obviously I am really annoyed that someone can be so malicious and this could cause potentially someone to have a fatal accident. As the council have mechanical grass cutters and small vehicles these can also be prone to punctures. Can cycle tracks be looked at or even road swept near the train station and industrial area? Or could you refer this to the police.
