4 way traffic control and no work going on

Last night at 5.30pm 4 way traffic control was in place at this junction. A van was within the coned area ( looked like a traffic control van, no person sighted) but no work was going on and there was no hole in the carriageway or foot way. The Bidford bound traffic out of Stratford was queuing back to Dodford by Bonds. This is surely unacceptable. Plus queues in all directions!
