TOR 2 cut the grass In this little park yesterday. Normally, the gates by which they access the mowing machinery are closed and secured with a padlocked chain. The chain and padlock are missing and the gates can and are obstructing the footpath. The gates can extend beyond the footpath into the carriageway itself and inevitably that is going to happen. Why were the gates left open and this unsafe situation allowed. ???
